Job Description
The essential functions of this role are as follows:
Design UI and UX strategies based on our target goals.
Create and maintain digital assets such as interface design files, wireframes, and interactive mockups.
Design, build, and maintain highly reusable JavaScript, HTML, and CSS code.
Supports all divisions by managing the development and dissemination of human resources communications and other pertinent information to all internal and external staff;
Develops, recommends, and implements communications strategies that effectively communicate agency’s initiatives, strategies and goals throughout the department and statewide;
Develops and implements programs and processes that enable the agency to more effectively communicate agency messaging;
Develops a system that ensures consistent collection and distribution of polices, programs, directories, forms, and reports;
Develops recommendations for communications material;
Writes, edits, and proofreads all departmental communications prior to distribution or oversees such activities;
Directs and manages the publication of all department communications materials, including, but not limited to internet, intranet, and all employee communications;
Responds to external complaints, inquiries and requests for information including Governor’s correspondence;
Partners with functional leadership in developing key messages and coordinating with external communications;
Coordinates, integrates, and promotes internal communications best practices;
Works with information technology to enhance effectiveness of CAS’s CoE and internet sites.
Work with a multi-discipline team to create new features and content.

What You'll Need for Success:
The ideal candidate in this role should minimally have either 

a Master’s Degree and 2+ years of experience, or 
a Bachelor’s Degree and 3+ years of experience, or 
an Associate’s Degree and 5+ years of experience, or 
at least 7+ years of experience applying the below, outlined knowledge, skills, and abilities in a similar role.
Related certifications and coursework may be considered for education or experience.
5+ years’ experience as a front-end developer.
5+ years’ experience as a UI/UX designer.
A portfolio that demonstrates both JavaScript proficiency and understanding of SOLID design principles 
A portfolio that demonstrates both JavaScript proficiency and understanding of SOLID design principles (plugins, node packages, etc.).
Expert knowledge of CSS, CSS extension languages (Less, Sass), and CSS preprocessor tools.
Expert knowledge of HTML5 and its best practices.
Proficiency in designing interfaces and building clickable prototypes.
A history of deconstructing user behavior to create an improved experience for users, showcased in the form of blog posts, articles, screencasts, etc.
Proficiency using Git version control
Extensive knowledge of journalism, communications, marketing, web applications or public relations;
Familiarity with desktop publishing;
Advanced knowledge of web development;
Strong writing, editing, and proof-reading skills;
Thorough knowledge of agency’s policies and procedures;
Strong presentation skills;
Extensive knowledge of agency functions, and the ability to incorporate and administer communications programs adhering to missions and goals of the agency;
Outstanding interpersonal skills, able to build relationships, establish credibility, and influence leaders at all levels;
Strong organizational skills, meticulous, and effective at public speaking and moderating large groups;
Recognizes or uses correct grammar, punctuation, and spelling; communicates information in a succinct and organized manner; produces written information, which may include technical material, that is appropriate for the intended audience ;

Ability to identify problems; determine accuracy and relevance of information; use sound judgment to generate and evaluate alternatives and to make recommendations;

Difficulty of Work:
Work is broad in scope involving complex program elements, which require critical and analytical abilities.  Employee reviews strategic plans in order to integrate into program and policy plans.  Work is diversified and involves interpretation of broad policies and guidelines for program execution.  Creativity is required to develop publications, establish communications practices, policies, and procedures.  Employee exercises considerable independent judgment in formulating solutions, adapting policies to fit unusual circumstances, and in interpreting and applying policies, rules, and code.  Employee must be able to react to variables ensuring proper response in accordance with assigned responsibilities and as a direct representative of the agency.  

Responsibility:
Employee is responsible for implementation of communications programs, policies and procedures.  Employee is accountable for the development and coordination of a variety of programs, which may have an effect on agency image and dissemination of important employee communications such as open enrollment.  Employee is responsible to oversee the development and implementation of all program and project areas as well as continued monitoring of the effectiveness of the programs and projects and assurance that they are meeting all standards.  Employee is responsible for organizing work of the division, setting priorities, determining resource requirements, and establishing short or long-term goals and strategies to achieve them.

Personal Work Relationships:
This individual will be expected to partner with agency personnel and related stakeholders working towards completion of assigned functions. Exceptional customer service is provided to agency partners and/or the general public.

Physical Effort:
This role performs work in an environment where sitting for extended periods of time could be expected.

Working Conditions:
This role may experience periods of high stress and/or pressure.
This role performs work in a standard office environment.
