Under general supervision, analyzes enterprise-wide customer business needs and participates in the planning, design and implementation of new or enhanced systems that may serve multiple state entities.
Job Description:
The State Accounting Office (SAO) provides accounting and financial reporting expertise for the State and is statutorily responsible for statewide financial reporting. The SAO also provides enterprise oversight and management of the State’s Enterprise Resource Planning (ERP) system, accounting policy development, financial business process improvement recommendations, and management of the payroll and accounting shared service centers. Local candidates strongly preferred.
Position Description:
Under broad supervision, performs medium to complex administrative duties and statistical, financial, or operational data analysis and reporting in support of management decision making in functional area. Identifies trends, discrepancies, and variances to improve the efficiency and effectiveness of operations. May partner with other departments, divisions, outside agencies, and vendors to address business issues. Exercises various latitudes of independent judgment. May administer or provide high level support for various projects, contracts, implementation of procedures, and/or any specialized functions. Assists with orientation, training, or providing task guidance of junior team members. Provides strategic analysis.
Primary Duties & Responsibilities:
Performs job responsibilities with minimal supervision
Serves as subject matter expert or organization resource for assigned projects
Assists in the development of standards and procedures used in the implementation or enhancement of systems
Consults with functional and technical staff to ensure that functionality of automated systems meets user requirements
Documents business processes for users
Schedules, facilitates and records meetings and meeting outcomes
May develop and deliver training as needed
Serve as liaison between functional and technical teams in the implementation or enhancement of systems
Provides end user support as needed to troubleshoot issues
Works collaboratively with customer service agents to ensure accurate responses to end user inquiries
Gathers, complies, and analyzes data
May participate as a member of internal committees to assess policies, procedures and programs
Prepares and presents various project artifacts including presentations, meeting notes, business process flow diagrams,
May perform initial system configuration for testing various business proofs of concept
Skills and Competencies:
Excellent written and oral communication skills
Ability to guide discussions to capture business requirements and offer solutions
Capable of interpreting business insights to develop technical solutions
Ability to identify opportunities for improvement and work collaboratively to develop recommendations
Ability to determine priorities and effectively manage time
This position will be filled at a level commensurate with the selectee's education and experience at one of the following levels:
Minimum Qualifications:
High school diploma/GED and two (2) years of related experience; or two (2) years of experience at the lower level IT Business Analyst 1 (ITP060) or position equivalent.
Preferred Qualifications:
Preference may be given to applicants who, in addition to meeting the Minimum Qualifications, possess the following:
Experience with state or public sector organizations
Experience with large scale business transformation projects
Highly organized, proactive, self-starter
